Parking Security Requirements (PSR)

Trucks parked in unclassified and unsecured parking places are linked to over 50% of the thousands of cargo losses reported to TAPA’s Incident Information Service (IIS) in the EMEA region every year, and result in thefts of products worth tens of millions of euros. 

In many cases, these incidents are exacerbated by the severe lack of secured parking places in the region. TAPA has identified a need for more than 400,000 secure parking places and +2,000 sites across EMEA. This presents a significant growth opportunity for Parking Place Operators (PPOs) which meet the required levels of supply chain security.

The Parking Security Requirements (PSR) are TAPA’s contribution to addressing the problem. Once again, this Standard has been created using information and requirements of the Association’s members – the buyers of secure parking places – and leverages TAPA’s 20+ years’ experience of establishing, maintaining, and developing industry standards which support the loss prevention programmes of its members.

TAPA launched the PSR Standard in 2019 and it is already the most-adopted secure parking standard by PPOs in the EMEA region. 

The PSR Standard specifies the:

  • minimum acceptable security standard
  • methods to be used in maintaining those standards
  • processes and specifications for Parking Place Operators to join the scheme and to achieve TAPA certification for the parking operations

TAPA’s Incident Information Service (IIS) incorporates a unique secure parking tool which enables transport planners to access risk levels on specific road transport routes, see previous cargo theft incidents on these routes, and to identify secure parking places along these routes which are supporting TAPAs programme to drive up security parking standards.

All Parking Places which are certified in accordance with the requirements of the PSR Standard, and Partners in the programme, are visible to TAPA members in this database, which includes contact information for each site for bookings ad enquiries, and to help identify the facilities at these sites. TAPA members which have stated their preference to select truck parkings participating in the PSR programme now have quick ad easy access to this growing database of options, which already spans 14 countries across EMEA. 

There are three ways Parking Place Operators can join TAPA’s secure parking programme to ensure their locations are visible to TAPA members using the Association’s digital secure parking tool:

Parking Security Partner

Sign a declaration to become a TAPA PSR Partner to confirm basic security controls are in place. Your participation in the programme will need to be renewed annually.

  • Self-Certification

    A self-certification audit to meet the requirements of PSR Level 3 and issuing of TAPA certification valid for 3 years. TAPA will conduct sample audits of self-certified sites.

    Independent Audit Body (IAB) Certification (Levels 1, 2 and 3)

    The full certification programme has three levels with TAPA Parking Security Requirements (PSR) certification by Independent Audit Bodies:

    • PSR Level 1 = highest security protection with a formal certification
    • PSR Level 2 = mid-level security protection with a formal certification
    • PSR Level 3 = lowest security protection with a formal certification

  • With immediate effect, TAPA EMEA has updated the standardised audit templates to support companies working with the Association’s Parking Security Requirements (PSR).

    This replaces the older version of the audit template used by TAPA EMEA previously. As of now, for all new audits please only use the new updated template forms.

    Please note that we created a “User Guide” to explain the handling of the new audit forms in detail. It is available as a PDF document and is part of the package to be download by using the button below. Please first read these instructions before proceeding with the audit form. Also, the first tab of the Excel file will give you a detailed explanation of the usage.

    This updated template is to simplify the overall handling, tracking, and archiving of TAPA Standards’ audit forms and offers the following benefits:

    • Intent of the requirement: Move the cursor to the requirement and it will display its intent (all fields with a red triangle).
    • Due to privacy policy issues, we have frozen the question column to restrict copy-pasting.
    • To minimize macros in the template we have deleted the reviewer part from it.
    • Updated version of SCAR’s and Waiver document attached with the BI Sheet.
    • The members’ suggestions and necessary modifications received and noticed are incorporated in these templates.
