Developed by supply chain security professionals, TAPA EMEA’s Facility Security Requirements (FSR) protect high value and theft-targeted products in facilities, such as warehouse operations and distribution centres.
The FSR Standard is reviewed every 3 years, in consultation with the Association’s members, to ensure its effectiveness and efficiency, and to address new or emerging threats to supply chain security. The next revision of the Standard is due to come into force in 2026.
TAPA EMEA members are encouraged to select service providers which meet or exceed the Association’s FSR certification requirements. After logging onto the password-protected members’ area of this website, TAPA EMEA members can see listings of FSR certified companies and facilities by selecting the ‘Map & Routing’ option in the TAPA EMEA Intelligence System (TIS).
The FSR Standard specifies:
- minimum acceptable security standards
- methods to be used in maintaining these standards
- processes and specifications for Service Providers to follow to attain TAPA FSR certification for a facility or facilities
TAPA EMEA’s FSR Standard offers three levels of certification by the Association’s approved Independent Audit Bodies (IABs) as well as a Self-Certification option. Non-member companies may also achieve certification after completing the appropriate TAPA EMEA training course and paying the relevant training, auditing, and certification fees.

The FSR Standard includes an FSR Multisite certification option designed to support companies seeking to certify three or more facilities.
Independent Audit Body (IAB) multisite certification establishes minimum security standards as well as operational and cost efficiencies between multiple sites. It also promotes the sharing of best practices and supports a ‘team’ approach to obtaining and maintaining compliance with the FSR Standard for risk mitigation and loss prevention.
For companies with multiple FSR certifications, choosing FSR Multisite should reduce the overall cost by allowing multiple sites to be listed under one parent certification, while still upholding the intentions and integrity of the Standard.
Successful implementation of the FSR Standard is dependent upon service providers, TAPA-approved auditors and buyers of services working together to accurately interpret, adopt and audit against these requirements.

TAPA EMEA’s audit forms support companies working to achieve Facility Security Requirements’ (FSR) certification.
Following the latest update to our audit templates, TAPA EMEA is only able to accept the updated template forms, which can be downloaded In the FSR Download section on this webpage.
In the Download section, you will also find a User Guide which explains how to use the new audit forms. Please read these instructions before proceeding with processing the forms. Also, the first tab of the audit forms’ Excel file provides a detailed explanation of its usage.
Our updated templates simplify the processing, tracking and archiving of TAPA EMEA Standards’ audit forms and offers a series of benefits:
- Intent of the requirement – by moving the cursor to the requirement, its intent (all fields with a red triangle) is displayed.
- Due to privacy policy issues, the question column has been frozen to restrict copying/pasting.
- To minimise macros in the template, the reviewer part has been removed.
- The updated version of the Security Corrective Action Requirement (SCAR) and Waiver Document are attached with the BI Sheet.
- Members’ suggestions – and necessary modifications received and noticed – are incorporated in this template.
