Trucking Security Requirements (TSR)

Over 80% of cargo losses reported to the TAPA EMEA Intelligence System (TIS) involve criminal attacks on vehicles.

TAPA EMEA’s Trucking Security Requirements (TSR) have been developed ‘by the industry, for the industry’ and are reviewed every three years in consultation with members to ensure they are as effective as possible and address new or emerging supply chain risks or crime trends. The TSR Standard protects products transported by road and aims to ensure the safety of drivers, vehicles, and cargoes by preventing criminal attacks. The next revision of the TSR Standard is due to come into effect in 2026. 

  • The TSR Security Standard is applicable to operators of:

    • Hard-sided trucks and trailers
    • Rigid vans or fixed body trucks
    • Sea container road transportations
    • Soft-sided trucks and trailers

     

    The TSR Standard specifies:

    • Minimum acceptable security standards
    • Methods to be used to maintain these standards
    • Processes and specifications for service providers to follow to attain TAPA EMEA TSR certification for their trucking operations.

     

    As with all TAPA EMEA Supply Chain Security Standards, the Association recommends using service providers which meet or exceed TAPA EMEA’s TSR certification requirements. After logging onto the password-protected members’ area of this website, TAPA EMEA members can see listings of all TSR certified companies by selecting the ‘Map & Routing’ option in the TAPA EMEA Intelligence System (TIS).

    Successful implementation of the TSR Standard is dependent upon service providers – including any subcontractors used, TAPA EMEA-approved Independent Audit bodies, and buyers of trucking services – working together to accurately interpret, adopt and audit against these requirements.

    TAPA EMEA TSR planning and certification

    To support companies with their TSR certifications, TAPA EMEA has produced the following documents:

    • Locking Systems Guidance (LSG) to assist in the identification of suitable locking systems which meet TAPA EMEA’s TSR requirements.
    • Telematics Systems Guidance (TSG) to support the Trucking Security Requirements (TSR) certification process.

     

    These Guidance documents are available in the Download section below, where you will also find more information and useful documents to support your understanding and adoption of the TSR Standard.

  • TAPA EMEA’s audit forms support companies working to achieve Trucking Security Requirements’ (TSR) certification.

    Following the latest update to our audit templates, TAPA EMEA is only able to accept the updated template forms, which can be downloaded in the TSR Download section on this webpage.

    In the Download section, you will also find a User Guide which explains how to use the new audit forms. Please read these instructions before proceeding with processing the forms. Also, the first tab of the audit forms’ Excel file provides a detailed explanation of its usage.

    Our updated templates simplify the processing, tracking and archiving of TAPA EMEA Standards’ audit forms and offers a series of benefits:

    • Intent of the requirement – by moving the cursor to the requirement, its intent (all fields with a red triangle) is displayed.
    • Due to privacy policy issues, the question column has been frozen to restrict copying/pasting.
    • To minimise macros in the template, the reviewer part has been removed.
    • The updated version of the Security Corrective Action Requirement (SCAR) and Waiver Document are attached with the BI Sheet.
    • Members’ suggestions – and necessary modifications received and noticed – are incorporated in this template.

  • We as an association striving to increase resilience throughout supply chains, already issued several aiding documents to support our members in implementing security requirements. Now, one area that is often overlooked, is the threat that professional drivers in the road haulage industry are exposed to every day.

    Our member Maple initiated this guide to understand the dangers and risks in cargo transportation. To help our LSPs in training their staff, we supported this initiative and generated the translations. This guide has been produced to provide an overview of the varying threats that the driver may be exposed to, to help determine the level of risk and offer advice on how they can protect themselves, the vehicle/trailer and the cargo being carried. We can offer you this security guide support document in 7 different languages.
